Associate Justice Hugo Black

Seeking to avoid its enforcement role, the TEA requested a stay of the United States v. Texas ruling which was subsequently denied by Supreme Court Justice Hugo Black.  This was unsurprising, given the Court’s recent decision in Swann v.
